Finding East Carroll Parish Tax Records

East Carroll Parish has limited online tools for property tax searches. This is one of the smaller parishes in Louisiana with a mostly rural population. Most property tax record requests are handled in person at the assessor's office in Lake Providence or by phone.

To look up a property tax record, call the assessor at (318) 559-2850. Have the property address, owner name, or parcel number ready. Staff can tell you the assessed value, the millage rates that apply, and the total tax amount. They can also let you know if any exemptions are on the property, like the homestead exemption.

The Louisiana state government page for East Carroll Parish has general parish information and links to local offices. While it does not have a direct property search, it can point you to the right contacts for tax records and other parish services.

East Carroll Parish Tax Collection

The East Carroll Parish Sheriff's Office serves as the ex-officio tax collector. They mail out tax notices and accept payments. All property taxes in East Carroll Parish are due by December 31 of each year. After that date, interest starts at 1 percent per month on unpaid balances. Properties that stay delinquent can end up at tax sale where the parish sells them to recover the owed taxes.

Louisiana does not have a state property tax. All property taxes are set and collected at the local level. In East Carroll Parish, the total millage rate depends on which taxing districts your property falls in. These can include the school board, police jury, sheriff's office, fire district, and other local bodies. Each one sets its own millage rate, and they all get added together to make your total bill.

The homestead exemption is one of the most important tax breaks for property owners in East Carroll Parish. Under La. R.S. 47:1703, it removes $7,500 in assessed value from your primary home. Since residential property is assessed at 10 percent of market value, this equals $75,000 of market value that is exempt from most parish taxes. You must apply at the assessor's office. The exemption does not cover municipal taxes in most cases.

East Carroll Parish Property Assessments

Property in East Carroll Parish is reassessed every four years as required by La. R.S. 47:2331. The assessment date is January 1 each year under La. R.S. 47:1951. Whatever your property looks like on that day is the basis for the year's assessment. New construction, tear-downs, or damage after that date will show up on the next year's roll.

Fair market value drives every assessment. La. R.S. 47:2321 says fair market value is the price a willing buyer and a willing seller would agree on under normal conditions. The assessor uses sales data, replacement costs, and income data to come up with values. For farm land and timber, a use value assessment may apply. Bona fide agricultural land can be assessed at 10 percent of its use value instead of market value, which is often much lower.

If your East Carroll Parish assessment seems too high, you have the right to appeal. Talk to the assessor first. If that does not work, file with the parish Board of Review during the 15-day open period after the rolls are posted. La. R.S. 47:1992 sets out this process. From there, you can go to the Louisiana Tax Commission within 10 business days if the Board of Review does not rule in your favor. Bring sales data from comparable properties to back up your case.

Note: Seniors 65 and older may qualify for a special assessment freeze under La. R.S. 47:1703.1 if they meet income limits.
