Livingston Parish Property Assessments
All property in Livingston Parish is assessed based on fair market value under La. R.S. 47:2321. The law defines fair market value as the price a willing buyer and willing seller would agree on under normal conditions. Residential land and homes are assessed at 10% of that value. Commercial property is assessed at 15%. These rates are set by the Louisiana Constitution, Article VII, Section 18, and they are the same in every parish in the state.
Under La. R.S. 47:2331, real property must be reappraised at least every four years. The Louisiana Tax Commission decides the timing. Livingston Parish has seen steady growth over the past two decades, so reassessment years can bring noticeable changes in value for some areas. New construction and improvements trigger a new assessed value in the next tax year regardless of the reassessment cycle. Business personal property is reassessed annually.
The homestead exemption under La. R.S. 47:1703 reduces the assessed value of your primary home by $7,500. That works out to about $75,000 off the market value. Seniors 65 and older may also qualify for the special assessment level freeze under La. R.S. 47:1703.1. Both exemptions must be filed at the assessor's office in Livingston. Apply as soon as you buy your home or turn 65 to get the benefit right away.
Paying Livingston Parish Property Taxes
The Livingston Parish Sheriff's Office is the ex-officio tax collector. Sheriff Jason Ard's tax department can be reached at (225) 686-8566. Tax bills go out near the end of each year and are due by December 31. After that, delinquent taxes accrue interest at 1% per month. You can pay online through the SNS Tax Payments portal or in person at the sheriff's office.
Under La. R.S. 47:1951, all real property in Louisiana is subject to taxation unless the constitution provides an exemption. The assessment date is January 1 each year. Even if you do not receive a tax notice in the mail, it is your responsibility to make sure your taxes get paid on time. The parish will not be held responsible for payments made in error, so double-check your parcel number before you submit.
Note: Livingston Parish experienced severe flooding in 2016, so if you are buying property here, verify the flood zone status and how it may affect your tax assessment.
Livingston Parish Assessment Appeals
If you disagree with your property assessment, Louisiana law gives you a way to challenge it. Under La. R.S. 47:1992, the assessment rolls open for 15 days of public viewing. During that window you can file an appeal with the parish Board of Review. Start by contacting the assessor's office. Many issues get resolved through a conversation before any formal appeal is needed.
If the Board of Review does not rule in your favor, the next step is the Louisiana Tax Commission. You have 10 business days after the board's decision to file your appeal. Judicial review is available within 30 days after that. Keep copies of all documents and mark every deadline. Missing a filing date means you cannot contest your assessment for that tax year. Bring a recent appraisal or comparable sales data to support your case.
